I have used paypal to pay for steam and with the same CC (I verified that last september I made purchase, it's on my CC statement).

Steam is entirely virtual, no way to track delivery of goods because it's user to user sales, not some professional digital goods seller with a site set up to track downloads.Perhaps you changing account info prior to purchase and purchasing from Steam is cause for PayPal's concern. My CC is a US one, but I have used it before with paypal japan fine. It's possible for the funds to take up to 10 minutes to reflect on your account (try logging all the way out of the game and back in.)

I cannot find anywhere at Steam as to how to cancel a pending purchase, which is a really big problem for me and where I live in. as I said I used it last month.

I can't buy anything, everytime I try to buy something I got this message "Your transaction cannot be completed because you have another pending transaction for one or more items in your cart."

Beause PayPal is increasing security evaluations on risky payments and account management with international account issues.I see, that seems completely normal to you.

This includes requirements that apply to the recipient of your payment.

There should be a fast way to approve it. Steam told me that the transaction went through and it's now pending.
