Olmsted, awards scholarships to highly qualified, active duty junior officers in the United States military in order to pursue language studies and overseas graduate-level education. In the years following this period of foreign study a scholar may seek a graduate degree; although such action is not required by the Foundation, it is encouraged, in concert with the military departments. The Foundation was originally established by charter in 1956 in Washington, DC, and transferred its charter to Virginia in 1960.
